The Phoenix Fund

The Phoenix Fund (“The Fund”) is a Puerto Rico Private Equity Company registered under Law 185, now under the Puerto Rico Code of Incentives,  

that invests Debt and Equity Financing into companies based in Puerto Rico and abroad.

 

The Fund is designed for tax efficient investors who can take advantage of the low-income tax policy and benefits of Puerto Rico law.  

 

The Fund believes the strong incentives for people and companies to invest in Puerto Rico enterprises combined with the demand for professional management creates opportunities for current income and capital appreciation to its members.

Francisco J. Rivera

Mr. Francisco J. Rivera has served as a financial consultant for more than 20 years, working with the preparation and implementation of sophisticated financial strategies and solutions for individual clients and business owners.  

 

Mr. Rivera holds a Bachelor’s Degree in Accounting and Finance from the University of Puerto Rico, Magna Cum Laude, and is a Puerto Rico resident.

Amb. Hans Hertell 

Ambassador Hertell has over 30 years of experience in government, public affairs, business, and banking. In 2001, he was sworn in as the United States Ambassador to the Dominican Republic.

He is an attorney and co-founder of his former firm Goldman, Atonetti, Ferraiouli, Axtmayer, and Hertell, a full-service law firm in Puerto Rico.

 

Ambassador Hertell received a Juris Doctor from the University of Puerto Rico and a Bachelor’s degree in Arts from Fordham University.

 

Alberto Bacó Bagué

Mr.  Alberto Bacó Bagué is a lawyer, a certified public accountant (CPA), and a legal and financial advisor. He served as President of the Puerto Rico Economic Development Bank from 1990 to 1993, as Executive Vice President of the Puerto Rico Government Development Bank from 1989 to 1990, as General Counsel at the Office of the Commissioner of Financial Institutions from 1986 to 1989 and was a member of the Board of Trustees of the University of Puerto Rico from 2004 to 2006. 

In 2013 he was appointed Secretary of Economic Development and Commerce by the Governor of Puerto Rico, and in 2016, he became Chairman and President of the Government Development Bank for Puerto Rico.  He directs a non-profit organization named Partnership for Modern Puerto Rico and is Partner and Managing Director of RE Capital Funds. 
 

Bacó graduated Magna Cum Laude with a bachelor's degree in Business Administration from the University of Puerto Rico in 1979 and a Juris Doctor in 1994.

Jairo A. Estrada

Mr. Jairo Estrada is a former member of the Board of Directors and of the Executive Committee of Chase Manhattan Bank.  He was also a Senior Consultant with KPMG in Albany, New York, the Caribbean Islands, and South America. He is a resident of Puerto Rico and has been a featured speaker on entrepreneurship and management of privately held companies at several institutions, including the Aspen Institute in Baltimore, Maryland and the U.S. Military Academy at West Point, New York.

Mr. Estrada has a Master's Degree in Organizational Behavior, a Bachelor's Degree in Economics, and a Bachelor's Degree in Business Administration, from SUNY at Buffalo.

Roberto Martinez

Mr. Roberto Martinez is a Certified Public Accountant and the Chief Financial Officer at Universal Insurance Co. 

 

He received his Bachelor's degree in Accounting and Computer Science from the University of Puerto Rico Rio Piedras and a graduate degree in Law from Inter American University - School of Law.
